That's normal Windows XP behavior if a password is set.

Somewhere in control panel you have an Icon "administrative tasks"
click on that and navigate to users and groups.

None of that is applicable to XP Home. All of that administrative architecture is disabled. The XP Home password does not expire. From the XP Home command prompt, type NET ACCOUNTS and you will see this information. The user cannot accidentally change this behavior. You can enter NET ACCOUNTS /MAXPWAGE:x where x is the number of days the password is valid, but I'm not sure that it sticks. Some things that work in Pro just don't work in Home, but I've never tried to change that particular setting. So IMHO, having used XP Home with a password since it was released, if you are being told the password is about to expire, the message isn't coming from Windows.

Run Spybot, Ad-Aware, etc. and see if it comes up with anything. I checked Google, but couldn't find anything on any specific threat that tries to glean a password in this manner.

What if the hokey-pokey really is what it's all about?
