I realize you're losing patience on this, but I couldn't tell from
your replies to the newsgroup if you followed each of the steps required
for the workaround.  As admin. you needed to first _uninstall_ Quicken.
You then needed to set your limited account temporarily to be an admin.
account and to then bring up Quicken, to let it try the online update
thing, then exit Quicken and set your account back to limited.
Alternatively,
after uninstalling as admin. you can re-install as admin, run Quicken, do
the online update, exit Quicken, then set your limited account to admin.,
then switch to your user account, then run Quicken, then "repair install",
then run Quicken, let it update, exit, and switch your user account back
to limited.

That package comes as a Zip file.  Download it, extract
test.exe (it's only 17k) and save it into C:\windows\system32 or in
Quicken's Program Files directory as olbackup.exe and give
it a shot.  I don't think you'll need any of the dll's, but if you do,
you'll find that out soon enough.
