I see Outlook is linked to OE news but not built-in. It's akin
to OE being a submodule of OL for the newsreader component.

It is NOT built in. Microsoft has stated several times that they will
not have a usenet app built into Outlook. The only thing that
Outlook provides is a link to OE news. I suppose that after all the
work I did on the beta I could have forgotten but I sincerely doubt
it. FWIW one could add links of their own to Outlook but that does
NOT mean the app is built in.
