Actually, I have a gadget to do this. It's a small box made by
Plextor, with a tuner built it. It compresses the video in hardware.
It was to become my video recorder, but the software which came with
it is close to junk. Hard to imagine it, but all the software
offered by Plexor had serious shortcomings. As a result I hardly
ever use it.
No other softer on the market supports this device PX-402U.

Was hoping that maybe the Yahoo app would support this Plextor box,
but have not tried it yet.
One comment, while we're on the subject: Video compression done in
software, often used two passes, to get the best compression to file
size ratio.
Hardware compression is one pass, hence the results are not nearly as
good.
Since I rarely record anything from TV in any form,
downloading/capturing seemed like a option :-)
