I believe it could be found on an obscure site in Belgium, if there was any

This doesn't address the newer 48x48 & from the link above "The ImageEdit
utility, which ships with Visual Basic 4.0" which I don't believe that
most people have but with a little more digging I find that Imagedit.exe
also comes with the 98 ResKit which I'm not sure is available anymore
since MSFT dropped all but security update support for 98. I do know that
it is NOT available separately via MSFT's Download Center.
