This is a Dell Latitude c600. I followed Dell's instructions to re-apply all
the relvant drivers for audio, video, etc.

Yes, as of the date I did this upgrade (about 2 weeks ago now).

Sometimes, yes.  When I'am about to go to the airport for a 4 hour flight,
(add 2 hours getting to airport, and 1-2 more hours getting to final
destination)  Sometimes also necessary to reboot when connecting to a new
network or switching to/from wireless LAN connection.  Anyway, it's my choice
and I want to avoid the long delay.

I doubt it.  Closing down processes does not begin until I have made the
selection of shutdown/hibernate/reboot.  The long wait I'm talking about
occurs before that 3 part choice comes up, not after I've made my choice.

I can't get to safe mode w/o rebooting.  I still have the long wait to get to
the menu where I could choose to do that.  No yellow ! warnings or red error
signs on any devices in device mgr.
