This typically means you are running a third party firewall program,
which tend to turn Windows Firewall off.

I went to control panel and noticed that under the general tab, it indicates that the firewall is turned off. The setting are under a grey area and does not allow you to click on the dot to turn it on????

It can also mean your computer is a member of a domain.
