In the days of slow dial-up modems, this was a regular subject for 
discussion (John Navas had a great modem page).  Everyone tried to 
get the extra few bytes/sec out of the connection.  Later I forgot 
all about it.

On that webpage I found some changes to the Registry, which I made 
manually and I now have the same speed in Win98se.  It has never 
bothered me before, because you rarely compare dnl speeds with anyone 
as there are so many factors.

This time, it was same source, same file, and we were both on the 
same cable ISP.

Here are the changes are made:

   Run REGEDIT from the Run line of the Start Menu. Use the Find 
function and look for this key: 
   HKEY_LOCAL_MACHINE\System\CurrentControlSet\Services\VxD\MSTCP 
   Then do the following: 

   Add or edit the DefaultMSS value. (To add the value, click once in 
the right pane and choose New, then String Value, and name it 
DefaultMSS.) Change the Value data to 1460. 
   Add or edit the DefaultRcvWindow value. To create it, choose New, 
then String Value, and change the Value data to 64240. 
   Add or edit the DefaultTTL value. To create it, choose New, then 
String Value, and change the Value data to 128.

This was enough (in my case) to increase the speed.  The second 
change in the registry dealing with MaxMTU, took a bit longer and did 
not make any diff.
