The problem has been identified as the Kaspersky firewall - the settings were
somehow changed to Block All and these settings remained active even when the
firewall was completely disabled (according to Sysinternals task mgr). When the
security level was adjusted to Medium then things returned to normal. It seems
strange there would be a setting "Block All" but there is... <sigh>
