Look for viruses, spyware, trojans, and lack of Windows security updates on the machine which cannot get to certain sites.
I've written up a general purpose computer de-lousing routine to get rid of scumware: http://diescum.freespaces.com (sorry about one pop-up ad there, it's not mine, and it's safe to close it and it will not re-occur.) I'm assuming we're talking about a home situation and not a business which may have restricted Internet access in other ways.
