21 MB is a lot of E-mail or more likely something with a sizable attachment.
I would use the web interface to find the E-mail with the large attachment
and delete or archive it.

An update and clarifications; 
Since his morning, Microsoft outlook 2003 has been trying to download about
21MB of e-mail held in my gmail account. It starts downloading and then
gives up after 14 minutes with the following error
Task 'gmail - Receiving' reported error (0x800CCC0F) : 'The connection to
the server
This is after 15MB of e-mail has been downloaded.

Everything else on the computer is working as expected. Is there a gmail
problem?

How do I trouble shoot this? I can login to my gmail account via the web
without  a hitch. I have enabled logging in outlook but where is the log?
