I've had a similar thing happen when Windows Installer
got corrupted. I can't seem to find the KB article that I used
to fix it, but as a temporary workaround you can disable it:

Every time I re boot the system I get windows installer trying to
update/repair/load emc 7. This started after installing EMC 8. Is
there a way to disable windows installer, so it will only run when it
is needed. I have contacted Roxio, but so far they have ignored my
request for assistance on this problem. They helped me get emc 8
installed, but then this new problem started. I am hestitant removing
7 because thats what caused massive problems when I attempted to
remove emc 8 and reinstall.
