Just wanted to add my input to this discussion, which you may find useful.

I create a series of folders in my links toolbar & display that permanently.
Some of my links folders also have sub-folders, thus controlling the order.

I control my sequencing with my folders structure, but you could rename the
shortcut and precede the name with a number.
If you go that route maintain the same number of digits by adding leading
zeros as necessary.
You can then just sort by name if required.

To back-up and synchronise between machines I simply go to my:
C:\Documents and Settings\UserName\Favorites\Links 

Copy &/or zip the folder.

Daily use is easy, I just drag any url off the address bar into the master
folder on the Links toolbar.
Then if necessary as a separate and secondary move, open the master folder
and drag my new favourites shortcut to any sub folder a appropriate.

Updating my laptop or works machine is simply a matter of pasting or
unzipping into the Favorites folder.
