There are ways of restricting access via Winini etc and not allowing a user to
install or run a program without a licence.  If thereis only 1 user licence and
networ admin can restrict access to that program to one person so I can't see
why it cannot be extended to one program.

Do you have to run "windows" why not UNIX, LINUX, etc.....
