I have a suggestion based on my own experience that is probably too simplistic, 
given the highly technical posts on this subject to date.  

I have had a static IP address from SBC now that was assigned to me many years 
ago when DSL was first becoming available from then Pacific Bell.  I have had 
similar symptoms several times over these many years, where the modem would 
lose connection, either while I was connected or when booting the PC.  .  I 
could "usually" resolve  DSL problems by unpowering the modem and after a 
minute repowering it.  However, I could always "force" the DSL modem to 
establish a connection with SBC by simply picking up my land line phone and 
dialing any number.  After 1 or 2 rings, the DSL modem would kick in and be 
fine.  Strange, huh?

Recently, I was having to do the dial out trick several times a day, so called 
SBC and they sent out a technician, after they diagnosed that there was a "line 
problem".  The technician replaced some connection wires in the phone box 
outside the house, including the DSL connection.   I have not lost the DSL 
signal since that was done.  The tech guy said he had "no explanation" as to 
why dialing out always restored the DSL connection...it was nothing he had ever 
been taught or had heard.

"Perhaps" the unpredictable problem is related to the external wiring into your 
home.  This is the phone company's problem, not yours.  Also, for fun, try the 
dialing out trick.  If that works than I'd really have the phone company check 
their wiring.
