regulation, enforcing supply=demand, without net neutrality if you
wanted streaming vid you would pay more that facility than someone who
deliberately DIDN't opt into that option, and also the idea of charging
higher content providers MORE money to access the 'net as a whole (ie
CNN, pay more or you're not uploading ALL that bandwidth onto the net,
you'll clog the tubes, metacafe.com you can pay us less you don't use
quite as much bandwidth). I'm sure no expert here, it's very convoluted,
and very US-centric (for now, the EU's debate on the rights of video
publishing is gonna clash with google's buy of youtube very soon, then
the bandwidth arguments will start)
