Try dragging and dropping it in the pinned section.

I just moved a shortcut to my start menu, and that's fine... except: I 
want to pin it to my start menu but there's no such choice on its context 
menu.  Other shortcuts in my start menu have that [and I do have a bunch 
of shortcuts so-pinned], but I'm not given the choice for this one..  How 
come?  [and can I fix that?]
