That's both true and sad. Please feel free to advertise it more on
win32.perl.org. (I know, I could do that as well...)
Setting up that wiki page is a really good idea. Off the top of my head,
I seem to remember that there is a similar documentation page as part of
the ActivePerl distribution which probably lists more gotchas. I'm not
sure whether it was one of the normal core man pages (perlwin32?) or one
of those written by ActiveState (and thus specific to AS' Perl), however.
