I know this is the vanilla list, not strawberry, but I'm not even sure
if there is a strawberry list.
Anyway, a heads up: I tried to build DBD::Pg on Strawberry and ran into
trouble. Fortunately, I'm not the first. It turns out that there's a
fix, as detailed here:

The line numbers have already drifted from what's posted. You have to
hack both Makefile.PL and the resulting Makefile, but the edits are
simple and the result is you can talk to Postgresql on Win32, which is
just groovy.
