It's SUPPOSED to have everything upgraded... there's code specifically
to so. including a CPAN.pm upgrade command.

Either it was updated post build time, or there's a bug in Perl::Dist
I need to squash.

Actually, I would like to do an updated release, because another few
minor things snuck into the release. I'll let you know if that is
going to happen.

Regardless, there's still going to be 50,000 odd installs of
Strawberry that AREN'T current sitting out there somewhere.
