This is a limitation of how the script is written. (The script makes
changes to the system that apply to every user, so administrator access
is required. If the changes were done on a per-user level, administrator
access would not be required, but then only the current user could use
perl without having to install it - or make the same changes - for every
user. I chose to draw the line on the "install once" side.)

Right now, I'm told (haven't checked it myself) that the CPAN script
breaks when run by a non-admin anyway. (non-admin may mean "without
write access to the perl library areas".) It's on the list of things to
review and fix (or workaround - local::lib may be part of the
workaround) 
for October, if at all possible.
