It is gcc 4.9.2 as it is 5.24.x series, gcc 7.1.0 is used in 5.26.x
series.

No, IMO it does not affect gcc 4.9.2. I know about this patch but I am
waiting for 5.26.1.
It doesn't seem to affect 5.3.0 or 5.4.0 either but it does affect 6.3.0 and
later - so I'm guessing that it affects version 6 onwards.
BTW, I have filed a perlbug report about this -

If there is no 5.26.1 till the end of August I'll release Strawberry Perl
5.26.0.2 at the beginning of September with the patch in question.
Steve Hay posted today (to p5p) that "5.26.1 is slated for sometime in
August".
I've requested that the patch to perl.h be backported to any future releases
(as well as being applied to blead) ... but who knows what will eventuate
...
