The problem is that that dll file did not get installed
along with Windows. This is a known problem.
What you need to do is install this file by hand from
the Windows "cab" files. When the Windows installation
files were "loaded", the cab files were copied into
the directory /var/win4lin/dosroot/wincabs. (From Windows
this is "J:\wincabs").
The subdirectory "cablists" contains lists of what files
are in which cab files, so one way to find out which
cab file contains the dll file is to do this from Linux:
cd /var/win4lin/dosroot/wincabs
grep hypertrm.dll cablists/*
On my system with win95osr2 installed this returns
cablists/win95_02.cab.txt:08-24-1996 11:11:10a A--- 326,144 hypertrm.dll
So this indicates that the dll is in the cab file "win95_02.cab"
on my system.
There are several ways of extracting files from cab files.
You can always use the DOS "extract" command that is already
installed. So for my example, in a DOS window you would do:
cd windows
extract j:\wincabs\win95_02.cab hypertrm.dll
or, use a Windows utility such as the "WinZip" utility.

Using this tool is very easy because it makes each cab file
look like a folder. It is $29 but you can download a
version to evaluation before you buy. If you use Windows
much, I recommend getting this utility.
