There is a good chance that the standard 98 bootdisk will work. We
basically use the bootdisk to boot a mini dos so that we can run
MicroSoft's Dos "extract" program to extract files out of the CAB
files. We then install a DOS from those files we have extracted.
Now, in the past, Microsoft has made "extract" not always work with
a different version of DOS, but it is worth a try.
However, I must also say that if you have a legal copy of Win98SE,
you should probably have a boot disk, or the CD should be bootable.
If the CD is bootable, we recognize that and take the boot image
from the CD. I am guessing that this might be an MSDN version of
win98SE. If that is the case, then I assume you have read the
EULA and have rights to use this win98se.
