This one I find most surprising as your configuration almost exactly matches the
configuration I use at home, where I did much of the VNET port to Linux (oops,
now I've given the game away). I use a Linksys DSL router/switch, with built in
DHCP and IP masquerading, and it's always worked perfectly for me. But then I
wasn't running SuSE 7.1. I'll talk with the test lab guys who did the SuSE 7.1
testing and see how much test coverage they gave VNET and find out if they had
any problems (I suspect they didn't as I would have heard of the problem before
now).

Then again, it looks like the DHCP bit worked for you since Win4Lin has an IP
address (or did you assign that as a statis IP?) so this suggests VNET is
working. Wierd.
