It's a problem when windows tries to identify the computer. I ran into that
problem with a Gateway CD, and could not convince them to give me an OEM
version of Win98. You will have to find a Win98 OEM CD and install from
that. Mind you, it's still legal, because you have a Win98 license, you're
just installing it off a different CD.
