I had a similar problem.  My solution was to reinstall entirely with
vnet specified initially, and that did the trick.    One other
possibility: from an MSDOS window, do a ping and see if you're missing
a library with a name like WSOCK32.DLL.    If so, copy it from some
other system into the WINDOWS/SYSTEM directory (or wherever it is that
such things live).   This suggestion is based on a message from
another user, not my own experience.
