I had all sorts of problems... til I followed win4lin users manual.
make clean
make distclean
make mrproper
make xconfig (make sure you compile support for your filesystem, iso 9660
cdrom and high memory support is off)
make dep
make clean << this seems to be the most important step
make bzImage
make modules modules_install
