Its the same as with the Mac version, you go into the Public folder, select the file you want to copy a link to, go into the "Context" menu by either using the "Context" key or "shift-f10" on your keyboard, select the "Dropbox" menu and select "Copy link to file in public folder".
The URL will then be copied to the clipboard for pasting into an email message, text document or whatever.
