I goldwave for many things, or I used to anyways. I don't use windows for my sound work at akk, but for the 5 years I did use gw it was quite good and I managed to merge files, edit out sections like when I coughed, or what not. it is a very flexible editor and the author is wonderful to work with in terms of support. He gets back to you in about 3 or so hours. or that's the experience I had with him.
