RegSetValueEx with non-NULL terminated strings

Hi,

At the moment if we call RegSetValueEx with a non-NULL terminated
string, the server gets value->data pointing to a non-NULL term'ed
string with the length in value->len.  A problem comes in
save_subkeys_v1 which assumes the string is NULL terminated.

Now are we happy with value->data as it is (I guess we are) or should
I change this rather than save_subkeys_v1?  Either way the fix is
trivial.
