Yes, it was exactly broken on 1999-07-12.

mechanism, then Alexandre Julliard took advantage of Ulrich's patch
to do a number of changes in several functions, then Ulrich corrected
a bug. All this was done the same day, it's not possible to separate the
patches to go further; all that needs to be done now is to read the 5000 lines
of patch and figure out what is wrong :-)
