ICLOCATE and friends

I've been disassembling MSVIDEO in an attempt to implement ICLOCATE and
functions it depends on (to get my native mciavi.drv working) and found,
after working out a portion, that it's practically identical to the ICLocate
in MSVFW32 (the one in wine, anyway). Maybe the .specs ought to be altered
to reflect this?
