tool/build questions

Hello,

During my writing of the HOWTO-winelib, two questions came up.

1. tools/build-spec.txt appears out of date. No "mode" is in the
documentation. Are there other undocumented features? As best as I could read
the source, the answer is no.

2. tools/build for WineLib users -- is there ever a need to not specify -pic?
