Traditionally there is a party each night hosted by
a local Linux company(Corel's is Thursday).  Free food and 
open bar is part of the tradition.  I suggest it would be a
good place to start.  Though it might be difficult to do any 
damage to the party fund. ;-\

They are also centered in the Market area of Ottawa,
within 5 minutes walking distance to 100 bars/pubs/restaurants.  
So might be a convenient place to start/depart from.

Heart & Crown: Pub food, but good beer. 
Westin Hotel: 3*
Blue Cactus: mexican
Nickles: diner food
Italian?
