It switches the user.reg from c:\windows\user.reg to
c:\windows\profiles\<username>\user.reg.

Please not. 
- win95 in this modus is a pure single user system
- as already explained: it's just not nessesary for a admin to change
the user _owned_ settings after installation and would probably not
make a single programm hapy but many users angry.
I would beat my admin if he would change files in ~username.
