I had a stale symbolic link (to a file that didn't exist) named
advapi32.dll in \windows\system. somehow that provoked this:

fixup_rva_ptrs tried to fix up the builtin's pointers, thinking it was a
new module, and stubbed its nose. When I got rid of the symbolic link,

I think there might be a bug under here somewhere, but now that I know
about it I can live with it. If you know how to fix it, please feel
free, but it is not urgent.
