Yes. Upgrade to a version of the compiler that is (basically) less than
over two years old.

http://gcc.gnu.org/releases.html has infos on how to do that.

Possibly. You'll be happy to hear, then, that the next version of GCC,
GCC 3.0 will have removed most uses of such obstacks, which means that
problems like this should be (mostly) gone.
