These statements seem contradictory, but I might be missing something. Could you please elaborate?

In the second quote I was talking about projects related to cmd that are not parser rewrite. I think rewriting parser is a good project (with the big warning that coding is not the only chalenge here, getting it committed is tricky). The mixing that I was talking about in the first quote is that, if possible, new parser should be integrated incrementally, so there would be a mix of old and new code in a middle of work.
