We (Apache) already have the JAX-RS TCK and there is a private section setup 
in SVN [1]  and a private mailing list [2] for it already setup.   Once the 
NDA's are submitted and verified, then I can start granting access to it.     
Getting NDA's in and processed is the first step though.
