Will add in standalone Jetty plugin definition so that integration tests can be
run with just a version of Jetty and not require Cargo and the like. Cargo is
using a version of Jetty that doesn't like all of the case-insensitive headers
and a few other things (which appear to be fixed in later versions of Jetty).
