I got a 401 for a while, then https://repository.apache.org/content/repositories/snapshots/org/apache/wink/
finally loaded.
The repository.apache.org stuff is new, so don't be surprised if there
are problems. If its causing you a head-ache hope into IRC (as I
mentioned before, they probably already know and can put your heart to
rest, or if not you just helped them identify something to go look at).
