Dan, thanks for the insights.  That makes sense to me.  

I was concerned we were missing a step in the Apache release process and didn't 
want that to hold up the release when it got to the incubator list.  Sounds 
like we're good to go though.

Depends on the project.  Some do have actual "rc" tagged builds, some don't.  
For CXF, I think out of the 27 releases we've done, we've only done a "rc" 
tagged build once, and that was mostly because I was testing out some release-
plugin things.    Maven tends to do RC's for maven itself, but not for each 
plugin.

Basically, for CXF, we have snapshots deployed by hudson almost every night.  
Thus, as we get closer to a release, we encourage potential testers to grab 
the snapshots to make sure it works.    The devs also grab snapshots to check 
legal junk and such.    When everyone is more or less happy, we do exactly 
what you did and use the release plugin to stage an actual release candidate 
that is voted on.    If the vote passes, great.  If an issue is found, the 
vote is canceled and redone with a new rc.
