Include JAX-RS API Javadoc on website

We should include the javadoc for the JSR-311 APIs in with the javadoc that we
publish for the wink APIs.
It doesn't matter to me whether we keep them separate or merge them, I'd just
like to have them on our site to point people to.
Note, they're available here and just need to be downloaded/unzipped.
