Apache Licensed JAX-RS Spec API JAR

Hi,

I see that several Apache projects based on JSR specs have geronimo
(Apache licensed) versions of the spec.  Should we also consider
contributing one for JAX-RS 1.0 and 1.1?  I don't see one in the Maven
repository that's Apache licensed.
