Regarding RAT, we're currently using the Google licence checker plugin. It
seems to still have a few more features than RAT, but we should probably
consider switching.

I have reviewed the legal files, some signatures, and built from a
clean maven repo (running the integration tests) and all seems fine.
I have also run RAT on both distributions, and it seems that some
files (mostly from service locator files) might need to get ASF
header, but as all source code, etc have proper header, I consider
this minor.
Overall, it looks very good, here is my +1 (IPMC Binding)
