[Winona Online Democracy] Haven't seen anyone discuss the idea I suggested of providing public transportation whenever the T busses are not running of subsidizing (free) cab rides. Seems to be it would be very convenient, "door to door" at any time, and very cost effective,no fixed equipment or labor costs. The purpose would be rides to work, shopping, church, medical appointments, etc. which are regularly scheduled meaning times could be reserved by the month to help avoid impulsive, one time abuse of the system.
