I've also seen people use the handicapped places who had stickers, but were obviously not handicapped
As Mary-Jean pointed out, handicaps are not always obvious to the casual observer. Although I can related antidotal evidence of someone who "found" a handicap permit, I am willing to grant the benefit of the doubt to anyone who has the permit and assume that s/he has a legitimate need for it.
