Short answer; Yes.
This would create an easy excuse for landlords to get around anti-discriminatory laws they chose not to follow.
Landlords can, of course, refuse to rent to people with criminal backgrounds, who don't pass credit checks and so forth. But, with certain narrow exceptions, no landlord can refuse to rent on the bases of the character traits Steve Kranz spelled out in his earlier post.
