CHANGE IN STUDY SESSION AND REGULAR MEETING FORMAT STARTING WITH OCTOBER 2
STUDY SESSION
STUDY SESSION: First Meeting of the month (1st Thursday)
This meeting would be an open meeting and held in a location other
than the Council Chambers, such as the Wenonah Room at City Hall.
This would not be a broadcast meeting.
Typical Format-About two hours
-Discuss proposed agenda for Regular Meeting to be held on the third
Thursday
-Board would let administration know what information that would like
to have in order to accomplish the business tasks for the agenda.
-In-depth discussion of a current issue or an issue that possibly
could come before the board for a decision
-Discussions with staff/faculty on programs
-First readings of policies
REGULAR MEETING: Second Meeting of the month (3rd Thursday)
NOTE: This meeting may be preceded by a board workshop from one to
one and one-half hour in length. The workshop would allow board
members and staff to discuss current agenda items in more detail
prior to the meeting. This workshop would be an open meeting but
would be held in a location such as the Wenonah Room and would not
be a broadcast.
This regular meeting would be held in the Council Chambers and would
be televised.

-Student/Staff Recognition
-Reports and presentations that inform the public about school
operations and programs
-Business items
The board approved a motion to set aside the present policy on board
meetings in order to pilot this new format.
BUSINESS
S.A.R. Report Review and Approval
Susan Roehrich presented the Systems Accountability Report (S.A.R)
The Board reviewed the 2002-2003 Systems Accountability Report and approved
it for publication.
NOTE: This year the report will be printed and distributed in
collaboration with Community Education.Sue Roehrich and Gay Mortensen will
collaborate on the dual publication. This will save the district money
while continuing to provide stakeholders with the information required by
the Minnesota Department of Education.
Appointment of Board Subcommittee
Pat Blaisdell requested that the Board appoint a three member committee of
the board to work with her in developing the process for the superintendent
search. The first task of this committee will be to review the search
consultant proposals and recommend a search firm to the full board.
Appointed to this committee were: Natalie Siderius, Todd Rasmussen, and
Larry Laber.
"Hot Spots"
Pat Blaisdell requested the board to address "Hot Spots" that have been
identified thus far. The board approved the following based upon this
request:
Goodview Elementary - Two hours of teaching time per day in 3/4 combination
class. Cost estimate $14,670
Dakota Elementary - Three hours of teaching time per day split between two
combination classes. Cost estimate $22,000
Lincoln Move/Architect Selection
The board approved the administration request and authorized the
administration to enter into an agreement with OWA Architects(Owen Warneke)
to develop the preliminary design and cost estimates for the following
projects:
Relocation of ECFE/ECSE Preschool Programs to Goodview Elementary
School
Relocation of Administrative Offices to 1) Winona Senior High School
and 2) Jefferson Elementary School
Comprehensive list of facility needs at Winona Senior High School
with potential phases for completion.
Fee Schedule
Compensation shall be based on direct expenses at the following hourly
rates:
Principal $70.00/hr.
Project Architect $55.00/hr.
Project Manager $55..00/hr.
Technical Staff $30.00/hr.
Office Manager $25.00/hr.
A limit of $20,000 was placed on this phase of the project
Preliminary Tax Levy
Jeff Seeley presented the preliminary tax levy. The overall levy that was
approved was $5,228,267.08 which is $462,447.87 or 9.7% higher than last
year's levy. The majority of the increase is the result of legislative
action that shifted state aid to local levy. The Truth in Taxation
hearing will be held on December 17 and the board will approve the final
levy on December 18
Student Expulsion
The board approved the expulsion of a high school student for the remainder
of the 2003-2004 school year for violation of school discipline code.

PARENT/COMMUNITY COMMENT
Terri Hyle addressed the board with a concern about the cancellation of
"Challenge Classes" at the high school. She asked that the board seek
answers to why these classes were canceled when sufficient enrollment was
evident.
INFORMATION
Lincoln Relocation Committee Update-Margart Schild updated the board on the
work of the committee that is responsible for finding a location for the
preschool programs pending sale of the Lincoln building. The options
presented included:
Grade Level Schools
Family Service Center- This should be a long-term vision for the
district
Locate Community Education programs in Central School
The committee met today (9/18) and also decided to include Goodview
School on the list as one of the options.
The final report of this committee will be made at the October 2 Board
Study Session.
Administration Relocation Update-I updated the board on a meeting I had
with the elementary principals regarding available space in the elementary
schools. At that meeting we identified a number of classrooms that could be
available in the 2004-2005 school year for district programs and/or
offices.

Based upon that discussion it was decided to add Jefferson school as a
location to be considered as a site for the administrative offices.
MSBA Area Meeting Report-Larry Laber and I reported on the Minnesota School
Boards Association meeting we attended on Wednesday evening in Zumbrota. A
list of potential legislative issues was discussed. The two major issues
will be the reports and follow-up legislation on school funding and
employee health insurance.
5th Grade Site Designation-Sue Roehrich reported that we had decided not to
request a separate school designation for the 5th grade program located in
the Middle School.
Board Goal Setting Retreat-The board identified tentative dates to hold a
goal setting retreat. Those dates are October 11, 18 and 25. A facilitator
will be hired to work with the board in this important process.
Operations Committee Report and Recommendation-I reported on a
recommendation from the board Operations Committee regarding board Study
Sessions and Regular Meetings.

The following licensed persons are recommended for employment in the Winona
Area Public Schools:
Warren Deets is recommended for employment as a Long-term Substitute
Physical Education Teacher at Winona Senior High School. This
assignment began on September 2, 2003. For this assignment he will
receive $85.00 a day.
Tammy Eastep is recommended for employment as a .05 Early Childhood
Family Education Teacher at the Lincoln School Building. This
assignment began on September 3, 2003. Her placement on the salary
schedule will be II BA, which amounts to $1,432.60 for this .05
assignment.
Annie Jensen is recommended for employment as a Long-term Substitute
3rd Grade Teacher at Goodview School. This assignment began on
August 27, 2003. Her placement on the salary schedule will be II BA.
The first 24 days are at $85.00 and $155.72 thereafter.
Scott Keller is recommended for employment as a Long-term Substitute
Physical Education Teacher at Winona Senior High School. This
assignment began on August 27, 2003. For this assignment he will
receive $85.00 a day.
Amy Krzewinski is recommended for employment as the After School
Activity Program (Bridges) Teacher at Goodview School. She will be
employed 2-1/2 hours per school day on Monday through Thursday. The
beginning date for this assignment was September 3, 2003, and the
hourly rate of pay is $15.00.
Margaret Lambert is recommended for employment as a .25 Physical
Education T4acher at Winona Senior High School. Her placement on the
salary schedule will be 20 MA+30, which amounts to $13,192.50 for
this .25 assignment.
Kari Long is recommended for employment as a Long-term Substitute
Speech/Language Pathologist at Winona Senior High, Central, and
Rollingstone Schools. Her placement on the salary schedule will be V
MA, which amounts to $5,525.00 for this 27 day assignment.
Kelly Skillicorn is recommended for employment as a .7 Developmental
Adaptive Physical Education Teacher at Winona Middle School. Her
placement on the salary schedule will be V MA+15, which amounts to
$27,273.40 for this .7 assignment.
The following teachers are recommended for employment as Part-time
Smart Program Teachers. These teachers will be employed 2 hours
after school on Tuesday and Thursday from October 7, 2003, through
April 29, 2004.

Janet McNally is recommended for employment as the Bridges Program
Educational Assistant at Goodview School. She will be employed 2-1/2
hours per school day Monday through Thursday. The beginning date for
this assignment was September 3, 2003, and the hourly rate of pay is
$8.00.
Miriam Poppe is recommended for employment as a Special Ed
Educational Assistant, Classroom Educational Assistant, and
Supervisor at Dakota School. She will be employed 3 hours per school
day as a Special Ed Educational Assistant, 1-3/4 hours per school day
as a Classroom Educational Assistant, and 1-3/4 hours per school day
as a Supervisor. The beginning date for this assignment was September
2, 2003, and the hourly rates of pay are $9.69, $8.34, and $7.36
respectively.
FOOD SERVICE:
Carol Hurlbert is recommended for employment as a Cook Helper at
Winona Senior High School. She will be employed 2 hours per school
day. The beginning date for this assignment was September 2, 2003,
and the hourly rate of pay is $8.78.
Darlene Johnson is recommended for employment as a Cook Helper at
Goodview School. She will be employed 1-3/4 hours per school day.
The beginning date for this assignment was September 3, 2003, and the
hourly rate of pay is $8.78.
Marlene Viestenz is recommended for employment as a Cook Helper at
Winona Senior High School and at Central for the Breakfast Program.
She will be employed 2 hours per school day at WSHS and 1 hour per
school day at Central. The beginning date for this assignment was
September 2, 2003, and the hourly rate of pay is $8.78.
BUS/NOON SUPERVISOR:
Bernetta Kouba is recommended for employment as a Supervisor at
Goodview School. She will be employed 1 hour per school day. The
beginning date for this assignment was September 2, 2003, and the
hourly rate of pay is $7.36.
NON-GROUP:
Cindy Althoff is recommended for employment as the Coordinator of the
Miller Academic Mentoring Program. She will be employed 40 hours per
week for 38 weeks. The beginning date for this assignment was August
28, 2003, and the hourly rate of pay is $15.05.
Paige Christ is recommended for employment as a Student Therapist at
the Lincoln School Building. She will be employed 7 hours per week.
The beginning date for this assignment was September 2, 2003, and the

Assistant for the Miller Academic Mentoring Program. She will be

Chileda Contract
Approved Day Service Agreement for two students placed at the Chileda
Habilitation Institute in La Crosse, WI.
Special Education Transportation Contract Revisions
Approved a contract adjustment. Following the board approval of the
Special Education bus route contract for Philipps Bus Service at the last
board meeting, contract negotiations were re-opened. The main changes are
$5 per day increase in fee, a two year contract, a fuel escalation clause,
and additional fees should we add additional students to the route.
SMU Agreements
Approved an agreement St. Mary's University with WAPS for placement of
practicum, field experience and/or student teachers. This provides St.
Mary's students with opportunities to be out in the field and to be
mentored by experienced teachers.
